This is normal and is called ‘Rainout”. Rainout is caused by the heated air going through the cannula as the tubing is on the floor where is it cooler. They could get the tubing up off the floor and into the heat of the room. It will help but they will still get condensation in the tubing. They can look into getting a “water trap”. This gets hooked where the cannula gets attached to the concentrator.

There are 3 filters. 
One is Cabinet Filter, which is located on the back of the cabinet. 
and other 2 are Outlet HEPA and Compressor Inlet filters which are located inside the cabinet. 
Please refer Owners manual for changing the filters on below link.

Remove the filter and clean as needed. Environmental conditions that may require more frequent cleaning of the filters include but are not limited to: high dust, air pollutants, etc.
USER MANUAL. Please refer page page no. 22 for instructions of cleaning the filter.

You actually cannot fill tanks off of the Perfecto 2 V concentrator you would need the IOH200 homefill compressor. Only Homefill cylinders can be used with the IOH200 you can’t use any portable cylinder as they don’t have the correct Homefill port.If you need a complete package of compressor and cylinder, you can go for Invacare HomeFill Oxygen Compressor Ambulatory Package For Perfecto2 Concentrator
